Meet The Doctors

Dr FullenkampDavid Fullenkamp, O.D.

Dr. David Fullenkamp is a Portland/Jay County native born to Martin and Irene Fullenkamp. He is the second of six children. Dr. Fullenkamp is a 1977 graduate of Jay County High School. After high school, he attended Indiana University and completed his education in 1985 from the IU School of Optometry. Dr. Fullenkamp married his wife, Robbin (Shura), in August of 1985. They have three children. Dr. Fullenkamp enjoys reading, golfing, and spending time with his friends and family.

Dr SmallAbby Small, O.D.

Dr. Abby (Broering) Small is a Portland native. She graduated from Jay County High School in 2013 and completed her undergraduate studies at Indiana University. She graduated from IU School of Optometry in 2020. Dr. Small trained at Atwater Eye Care Center in Bloomington, IN, Richard L. Roudebush VA Medical Center in Indianapolis, IN, Eye Center of Richmond, IN, and McPeak Vision Partners in Bowling Green, KY.

Dr. Small grew up on a dairy farm here in Portland, IN, owned by her parents Greg and Brenda Broering. She met her husband while at Indiana University, and they got married in 2018! Her favorite part about working here is getting to know each and every patient as a friend.

Meet the Staff

Tisa

Tisa is our practice manager for our office, and she joined our team in the spring of 2022. Her favorite part of working here so far is getting to meet all of the new people, and pretty much everything else about her job!

Tisa is an active volunteer with Special Olympics and is a Unified Partner in bowling. She and her husband have two little boys who keep them on their toes at home! Tisa loves spending her free time with her family and taking care of her many plants!

Jennifer

Jennifer is a technician at our office, and she joined the team in January of 2023. She has loved getting to know all the patients and her coworkers. Her favorite part about working here has been learning all about the eye!

Some fun facts about Jennifer: She was born in Colorado Springs, Colorado. She loves traveling (especially to Florida) and visiting theme parks. She even lived in Germany when she was a young child. Jennifer loves reading and sets a goal to read 52 books every year! She married her husband, Eric, in March of 2020. They have a Newfoundland named Winnie. She weighs 130 pounds!

Chelsi

Chelsi is a front desk receptionist at our office, and she joined the team in 2023. She has worked in the eyecare field since 2017. Since she has been at our office, she has loved getting to know the patients and playing mini games with her coworkers.

Some fun facts about Chelsi: She loves to travel! Some of the places she has visited include Belize, Aruba, Cozumel, Nassau, and Ocean Cay. She was born and raised in Jay County. She is a mom to 3 very active kiddos. She spends all her free time being their #1 fan! If you don’t find Chelsi at work, there is a good chance you will find her on the ball field.

Courtney

Courtney joined the team in 2023 as a front desk receptionist for our office. Courtney was born and raised in Indianapolis, Indiana. She made the move to Randolph County 5 years ago to be with her now husband. Courtney married her husband Teed in 2021. Together they have 3 dogs and 2 cats. Her favorite part of working here so far has been becoming friends with all her coworkers (we are the best).

Katie

Katie is an optician at our office, and she joined the team in 2024. Katie enjoys helping patients pick out the perfect pair of frames. Her favorite part about her job is when patients come to pick up their new frame and lenses. She says there is nothing better than seeing the smiles on their faces. She says her coworkers are pretty great too.

Some fun facts about Katelyn: She is originally from the Buckeye State! She and her husband now live in Portland with their children. Katelyn loves spending quality time with her family. She enjoys small town life and is trying to convince her husband to have a small farm in town!

Maggie

Maggie is an optician at our office, and she joined the team in 2024. Please help us welcome her to the team!

Courtney

Courtney is a technician at our office, and she joined the team in 2024. Please help us welcome her to the team!

Lyndee

Lyndee is a technician at our office, and she joined the team in 2024. Please help us welcome her to the team!

Abby

Abby is a bookkeeper for our office, and she rejoined the team in 2019. Abby’s favorite part of working here is seeing her coworkers and helping patients pick out the perfect pair of glasses!

Fun Fact about Abby: She is also a Veterinary Technician, so she loves chatting about patient’s pets with them! Abby is Dr. Fullenkamp’s middle child. She married her husband, Joe in 2018. They have two fur babies, Lotus and Ty. She and her little family moved back to Portland in 2019 to be closer to family and friends! In 2023, she and Joe welcomed baby Jack to their happy family!
